§ 7-120. Duties of and obligations of residential customers.

  • (a)

    Every owner, agent, lessee, tenant or occupant of any premises in the city is hereby required to participate in the city's solid waste collection program.

    (b)

    Every owner, agent, lessee, tenant or occupant of any premises in the city is hereby required to participate in the city's recycling service program.

    (c)

    All residential waste shall be placed in a receptacle sufficient in number to hold solid waste materials accumulating on the premises; constructed of plastic, metal, or fiberglass; and having handles of adequate strength for lifting. The mouth of the container shall have a diameter greater than, or equal to, that of the base. Container may also be a plastic garbage bag or sack.

    (d)

    Containers and/or recycling bins shall be placed either at the curbside on the street bearing the customer's address or, for backdoor service, at their front doorstep to be visible from the street, or at a location as may be determined by the contractor and accessible without entering a gate. The contractor cannot enter or be responsible for entering garages or behind enclosed fences. The contractor must be notified by the residential customer prior to any change in acceptable locations.

    (e)

    Waste, recycling bins, bulky waste, and/or acceptable brush shall be placed at curbside not later than 7:00 a.m. on the day of scheduled collection, if they are to be picked up; however, not more than twelve (12) hours prior to the day of pick up.

    (f)

    No waste shall include unacceptable waste.

    (g)

    All waste mixed with water or other liquids shall be drained before being placed into a garbage or trash container.

    (h)

    To the fullest extent possible, recyclable materials should be protected by the residential customer against contaminates that require disposal at a landfill rather than recycling.

    (i)

    If any brush cannot be placed in disposable containers, it shall be cut in lengths no more than four (4) feet, bundled (no bundle shall weigh more than fifty (50) pounds) and stacked at curbside.

    (j)

    A customer may receive a special pick up upon request for an additional charge to be determined by the contractor, depending on the quantity of material to be removed.

    (k)

    Every customer shall keep all acceptable solid waste, recyclable materials, bulky waste, and/or acceptable brush securely closed or bundled in such a manner as to prevent the scattering of the contents thereof and to render said contents inaccessible to insects, rodents, and other animals.

    (l)

    Every owner, agent, lessee, tenant or occupant of any premises in the city is hereby required to participate in the city's community clean-up program.

    (m)

    Yard waste must be placed in biodegradable paper kraft bags for collection on weekly yard waste days.
